Gandhinagar: Hospitals and hotels of the state are going to get taller. The state government has made changes in the General Development Control Regulations (GDCR) which will now allow hospitals in Gujarat to go up to 22 floors. 
    Nitin Patel, urban development and urban housing minister, announced the changes in the state assembly on Monday. Patel said that
as per the existing rules, hospitals can be set up in commercial and residential zones only. However, now the new rules specify that a hospital can be set up anywhere on a plot that is 5000 square metre in size and has an approach road of 30 meters. 
    The same rules would apply to both hospitals and hotels. The minister said at present the floor space index (FSI) permissible is 1.8, but as per the new GDCR norms the permissible FSI would be 4. Patel said as per the existing norms a building could go up to 40 meters which permitted construction of 12 floors. But with the new rules, a building can go up to 70 meters which will permit construction of 22 floors. 

    Also as per the existing norms, there was no provision for safety in case of any untoward incident or natural calamity, but now these buildings would be covered under the national building code, making it mandatory to have safety provisions like a rescue area where people can be shifted in case of any emergency. This area has to be connected with an escape route connected to the building. Patel added that in the hospital the basement can now be 
used for air-conditioning plant, boiler, house keeping, waste water collector, central laundry, change room and even library. 
    A hotel would be permitted to have swimming pools as per requirement on any of the 22 floors. Patel said that a hotel in future would be required to desalinate the water for its use, and hence about five per cent of the existing jantri rates will be deposited with the local authority or the body.

Gandhinagar: The Gujarat state assembly on Monday empowered the state government to regularise nearly 25 lakh illegal structures built across the state’s urban areas. “Of these, five lakh will be regularized in Ahmedabad alone,” state urban affairs minister Nitin Patel told the House while introducing the Gujarat Regularisation of Unauthorised Development Bill, 2011. “Validity of the Bill will be for three years,” he added. 
    Introduced amid stiff opposition from the Congress, the minister told the House that the highest number of concentration of illegal structures is in eastern Ahmedabad. “In our estimate, about 1.50 lakh illegal structures exist in the area which will be regularized on payment of a certain fees, which will be decided by the rules,” the minister said. 
    Giving details, the minister said, “Most people who have settled in eastern Ahmedabad are from north Gujarat and Saurashtra, and they had no knowledge of the rules when they bought properties in this area. We do not want to punish ordinary people 
for no fault of theirs.” Patel himself belongs to north Gujarat’s Kadi town and is seen as a strong representative of the powerful Kadva Patel community, which settled in eastern Ahmedabad in large numbers. 
    Opposing the Bill, state Congress 
chief Arjun Modhwadia referred to two major flaws in the Bill. “While is seeks to regularize pucca illegal structures, it is completely silent on illegal semi-pucca structures in the slum areas of major Gujarat cities, especially Ahmedabad and Surat. 
    “Secondly, it is silent on punishing the builders responsible for constructing so many illegal structures,” he said. 
    Modhwadia wondered why the state government was forced to bring in such a bill for the second time after the first one was introduced and passed in 2001. “It clearly suggests that the state government had little or no intention of bringing to book builders responsible for erecting illegal structures over the last one decade. Otherwise, so many new illegal structures would not come up in the state’s urban areas,” he said, adding, “The state government was forced to come up with the Bill as the Gujarat high court cracked down on illegal structures in Ahmedabad.” 
    The Bill makes certain exceptions too. In case the structure has a higher floor space index (FSI) than it is permitted in the zone; if it causes danger to health and leads to a health hazard; if it falls within the alignment of infrastructure facilities like water supply, drainage, sewerage, supply of electricity or gas or any other public utility, or is if it is built beyond the plot boundary.

With affordable housing going beyond the reach of the lower and lower-middle income groups in the city, Ahmedabad Urban Development Authority (AUDA) is geared to develop 2,500 hectares of land in the first phase. Of this, around 500 hectares will be utilised to develop roads.

The high property prices are pushing the boundaries of the city. People with lower income and lower-middle income are struggling to find homes in the city. Eyeing this demand, builders have started looking at yet to be developed areas as property prices in these areas are relatively lower.

An AUDA official on condition of anonymity said, �To make sure that these residents don�t face poor infrastructure facilities and haphazard constructions, like in the case of Bopal, AUDA has started working on the development of 25 town planning (TP) schemes in areas like Shela, Godhavi, Ghuma and areas ahead of Science City that fall in the western part of the city.

�The eastern part includes areas like Nana-Chiloda, Kathwada, Naroda, Dehgam, Kalol, Lambha and Hathijan. AUDA had announced sometime back that it will be developing around 50 TP schemes in growth centres like Dehgam, Sanand, Mehemdabad and Kalol along with the 69 villages that came into its limits about a year ago.

The 25 new TP schemes are likely to come up in a year as these areas are developing fast. AUDA Chairman Dharmendra Shah told Mirror, �We are working on the development of the growth centres and the peripheral areas of the city. The idea is to give people facilities at the earliest.�

Developers too accept that the high land prices are forcing them to move to new areas to provide affordable housing to the lower and lower-middle income group. Uday Bhatt, MD of real estate company Galaxy Group, said, �The definition of affordable housing is changing with each passing year.

�Earlier one could find a house for Rs 5 lakh in the eastern part. This is almost impossible today. Affordable housing in the east currently stands between Rs 8 lakh and 25 lakh for one, two and three BHK flats.� Earlier, Ahmedabad was geographically divided into East and West. This has now grown into multiple zones like Eastern-South, Western-North, Southern-East, said a realtor.

Agreeing with the trend, Prashant Shah, a developer and president of Gujarat Institute of Civil Engineers and Architects (GICEA), said, �By the time AUDA develops an area, the property price there rockets. So they acquire the land and then develop the infrastructure for the convenience of residents.�

Kishor Dedhia, joint MD, Space Management Ltd, said, �The real estate prices are going out of bounds in the city. This has led builders to develop new areas on the outskirts of the city on the basis of class (LIG, MIG & HIG).
